Pour bone broth into a large saucepan. There should only be about 1/2 and inch in the bottom of the saucepan. Use less than 2 cups if necessary.
Chop cauliflower into bite-sized pieces. Bring broth to a boil and add cauliflower, chives, and garlic. Cover and cook 6 to 8 minutes, or until cauliflower is tender.
Drain cauliflower well and pat dry with paper towels. Place in a food processor. Add cream cheese and cheddar cheese and process until cauliflower is completely smooth.
Season to taste with salt and pepper. Serve with butter and chives.
